If all states implemented graduated driver licensing (GDL) laws, an estimated $13.6 billion and 2,000 lives could be saved each year, according to the Allstate Foundation License to Save Report. The report found that over the last 20 years, 15,000 lives have been saved, thanks to GDL laws. 16-year-old drivers have crash rates two times greater than 18-to-19-year-old drivers. Wisconsin’s GDL law was crafted to allow teen drivers a longer and safe driving experience before earning an unrestricted license. For the first nine months with their license, teenagers may drive with only one passenger and they have nighttime restrictions from midnight-5AM.
